What category structure works best?

A few blocks work, named as the floor already says them, with the dish you recommend first inside. Copying the index of a twenty-page menu does not. Say out loud how you present the menu and use those names. In Madrid there are twelve categories for thirty dishes and nobody knows where the main is. The cover shows those blocks, and each one opens on its clear dish.
