Should I also offer a downloadable PDF?

Not on the table: the QR opens the menu, not a file. A PDF can exist for someone who asks by email, dated, if it does not replace the phone menu. If you send it, make it the same day as the phone, with the date written on it. In the sierra the email PDF lives for months and the QR has already changed. The table uses the menu you edit; the PDF, if it goes out, carries the date and is not the one on the table.
